MECHANISMS OF COOPERATION BETWEEN STATE AUTHORITIES AND CIVIL SOCIETY ORGANIZATIONS IN THE CONTEXT OF REINTEGRATION OF VETERANS

Summary. The article examines the specifics of establishing cooperation between state authorities and civil society organizations in the context of increasing the efficiency of reintegration of servicemen and veterans. Attention is focused on the legal aspects of this cooperation and the approval of the rights of civil organizations at the level of legislative acts. The results of an empirical study conducted in the form of a questionnaire among military personnel (veterans) and their family members, aimed at determining the list of organizations that, according to the respondents, can be involved in the process of social reintegration, are presented and analyzed. The purpose of the study is to determine effective mechanisms of cooperation between state authorities and civil society organizations in the context of reintegration activities with military personnel and veterans. In order to achieve the set goal, the main tasks have been defined, namely: to get acquainted with and thoroughly research the leading scientific studies on the problem of organizing the cooperation of state authorities and the public in the field of social issues; to determine the basic principles and mechanisms of effective cooperation between state authorities and civil society organizations on issues of reintegration of veterans; to experimentally investigate the attitude of the public to the cooperation of state authorities with society on issues of reintegration of citizens. The conclusions confirm the importance of interaction between state authorities and civil society organizations, as public representatives in this context are able to reflect the rights, needs and interests of military personnel and veterans as a category of integrated citizens and society as a whole. On the basis of the conducted theoretical and empirical research, it was also determined that the mechanisms of cooperation are insufficiently developed and require further coordination with the needs of society and approval in the conditions of modern society. The novelty of the study and its practical significance lie in determining the priority of the distribution of functional responsibilities for reintegration between different organizations (according to veterans and their family members), which is a reflection of the level of trust in various types of institutions, formed on the basis of previous experience.
