REGULATORY AND LEGAL FRAMEWORK FOR MONITORING ACHIEVEMENTS OF STUDENTS OF MARINE EDUCATIONAL INSTITUTIONS IN THE BEGINNING OF THE XXI CENTURY

Abstract

Abstract. Nowadays everyone recognizes the importance of quality for any institutions. So, the maritime education and training organizations came into situation to recognize the national standards and the special maritime re-quirements. The article attempts to analyze the legal and regulatory framework for monitoring of maritime studentsʼ learning outcomes in the beginning of the XXI century. On the basis of a retrospective analysis it is determined that the beginning of the XXI century is characterized by the active adoption of state standards and new provisions, procedures for organizing monitoring of learning outcomes, as well as the impact of the Bologna process and the In-ternational Maritime Organization on the formation of a regulatory and legal field for monitoring maritime education. On the basis of the analysis of the legal framework the classification of documentation in the following areas was made: international monitoring documentation in general, international docu-mentation on monitoring the quality of maritime education, documentation on the quality of education in Ukraine, documentation on the quality of edu-cation of the domestic marine educational institution. It has been revealed that the international documentation on monitoring the quality of education is pre-sented primarily by the standards of the 9000 series (ISO 9000: 2001, ISO 9001: 2001), which are aimed at improving the efficiency of the organization, mo-dern developed institutions apply a process approach to the management sys-tem quality. It is noted that one of the most important developments of the International Maritime Organization is the International Convention on the Training, Certification and Watchkeeping of Seafarers, which defines the rules of competence and the minimum requirements for the training of seafarers, advises on the training of marine specialists, provides for compulsory documents for work on ship, etc. In this context, an element of monitoring the academic achievements of students in marine specialties is the assessment of its competencies, which are highlighted in the International Convention on Stan-dards of Training, Certification and Watchkeeping for Seafarers and Model Training Courses. In the context of our research, the most significant are Mo-del Course 3.12 – Assessment, examination and certification of seafarers. The national regulatory and legal base is represented by the National Doctrine of the Education Development in Ukraine, the Regulations on the Procedure for Monitoring and Evaluation of the Education Quality, etc.
